Aidan Hernandez lay on the sidewalk wearing his eclipse glasses and staring up. The day was cloudy in Eagle Pass, Texas, and for a while he was silent. There it is!” said Aidan, 7, alerting everyone that the total eclipse was visible. “Now it’s gone.”Eagle Pass, a border town facing Mexico across the green valley of the Rio Grande, was the first American city on the path of totality. The eclipse also passed over Houlton, Maine, a small town pressed between rolling potato fields and the international border with Canada.

For many months, the small border city of Eagle Pass, Texas, has provided the backdrop for a bitter legal battle between Gov. Greg Abbott and the Biden administration over how best to handle record numbers of migrants arriving at the border. The court fights, which intensified this week, have centered on claims that the border is in crisis. But recently, the opposite has been happening along the Rio Grande as it curves its way through Eagle Pass: In an area that last year was the epicenter of unauthorized migration along the southern border, far fewer migrants have been crossing. Mr. Abbott has cited the slowdown as evidence that his aggressive attempt to push the boundaries of immigration law and his $10 billion program to harden the state’s border with Mexico — using National Guard troops, razor wire, helicopters, boats and floating buoys in the Rio Grande — has been working.

The Supreme Court on Tuesday allowed Texas to enforce a contentious new law that gives local police the power to arrest migrants. The dispute is the latest clash between the Biden administration and Texas over immigration enforcement on the U.S.-Mexico border. Circuit Court of Appeals said in a brief order that it could go into effect March 10 if the Supreme Court declined to intervene. On March 4, Justice Samuel Alito issued a temporary freeze on the law to give the Supreme Court time to consider the federal government's request. Solicitor General Elizabeth Prelogar said in court papers that the Texas law is "flatly inconsistent" with Supreme Court precedent dating back 100 years.

But the story she seemed to describe didn’t take place during Biden’s time as president or vice president, nor did it happen in the United States. I traveled to the Del Rio sector of Texas, where I spoke to a woman who shared her story with me. She had been sex trafficked by the cartels starting at age 12. Jacinto Romero has shared her story publicly, including in a 2015 hearing on sex trafficking held by the House Foreign Affairs Subcommittee on Global Human Rights. Along that journey, children, women, and men are being subjected to gut-wrenching, heartbreaking horrors in our own backyard,” spokesperson Sean Ross said.

Mark Zandi, chief economist at Moody's Analytics, said the increase in foreign-born workers is "taking pressure off the economy." The growth in foreign-born workers comes amid a contentious immigration policy debate in the U.S. Immigrants' share of the labor force has increased since 1996, when the Bureau of Labor Statistics began collecting such data. A growing population and labor force are key components of a healthy economy and the nation's ability to pay its bills, economists said. In other words, the economy is both absorbing immigrants and generating job opportunities for U.S.-born workers, the institute said.

On Thursday, President Joe Biden and presidential candidate Donald J. Trump separately toured strips of the border flanked by federal and state agents. For both, there was an eerily similar use of border security backdrop, signaling the decisive role it and immigration will play in the election. Their visits were but another reminder of how the border is used for political theater. Across South Texas, where I lived in recent years, I have repeatedly witnessed federal and state agents convert tiny slivers of the border into sites of violent spectacle. He prevented federal Border Patrol agents from routine access to the riverbank, even after a Supreme Court ruling in January allowed agents to cut or remove the wire.

Washington CNN —President Joe Biden and his political opponent Donald Trump both agree: The situation along the US-Mexico border needs to change. “Join me – or I’ll join you – in telling Congress to pass this bipartisan border security bill,” Biden said, addressing Trump directly. “The United States is being overrun by the Biden migrant crime,” Trump said in Eagle Pass, adding that Biden has “the blood of countless innocent victims” on his hands. “We work for the American people.”Addressing Trump, Biden said: “So instead of playing politics with the issue, why don’t we just get together and get it done?”It’s an unlikely prospect. Biden previously signaled openness to Republican-favored concessions in order to get the border bill passed.

Upholding that proud tradition, President Joe Biden is headed to the border on Thursday — and so is former President Donald Trump. I’m a lifelong resident of Arizona, and border-state voters have heard a lot of talk, but haven’t seen much action. The president’s only other visit to the border was a year ago, briefly stopping in El Paso before racing back home. This would at least mitigate Biden’s polling drop while also giving border states and blue cities a respite from the migrant influx. CNN —A federal judge in Austin, Texas, ordered the state government Thursday to suspend enforcement of a controversial law that would allow state law enforcement agents to arrest and detain people they suspect of entering the country illegally. “If allowed to procced, SB 4 could open the door to each state passing its own version of immigration laws,” Judge David Alan Ezra wrote, granting a preliminary injunction against the law. The judge rejected the state’s argument that the current influx of migrants across the southern border is an “invasion” that Texas has the right to stop unilaterally. The President of the United States has a constitutional duty to enforce federal laws protecting States, including laws already on the books that mandate the detention of illegal immigrants,” Abbott said in a statement. The American Civil Liberties Union, the ACLU of Texas, and the Texas Civil Rights Project argued that the controversial border law was unconstitutional because it preempts federal law and quickly sued after it was signed by Abbott.

He’s getting directly involved in government funding, calling congressional leaders down to the White House to negotiate in front of a crackling fire. Washington CNN —President Joe Biden on Monday pointedly explored a new line of attack against his once-and-likely-future opponent Donald Trump, mocking Trump’s age as Biden tries to turn the tables on one of his greatest political liabilities. Biden’s comments about Trump’s age could mark a notable shift in the president’s messaging strategy, coming just days after Trump won the South Carolina Republican primaries in another step toward grabbing his party’s presidential nomination. The two men have not often attacked each other over their age and Trump has previously said he doesn’t believe Biden is too old to run for reelection. Instead of attacking Biden directly over his age, Trump instead tries to paint Biden as “incompetent,” and “cognitively impaired,” which he argues is not solely about the president’s age. Biden was frequently critical of Trump during his interview with Meyers, bringing up the former president within minutes after Meyers asked Biden a question about infrastructure.

McALLEN, Texas (AP) — Texas will build an operations base for up to 1,800 National Guard members in Eagle Pass, expanding the presence of soldiers in the border city where the state has clashed with the Biden administration over immigration enforcement, Republican Gov. “This will increase the ability for a larger number of Texas military department personnel in Eagle Pass to operate more effectively and more efficiently,” Abbott said. The mayor of Eagle Pass said the move at the start of January caught the city off guard and questioned the timing, given that crossings have fallen in recent weeks. The U.S. Justice Department last month asked the U.S. Supreme Court to order Texas to allow Border Patrol agents back into park. The Biden administration says Border Patrol agents use the park to monitor the river and to launch boats into the Rio Grande.

Texas' new law is set to take effect March 5. For months, tensions have escalated between the Biden administration and Texas over who can patrol the border and how. A heavy presence of Texas National Guard members in the border city of Eagle Pass has denied Border Patrol agents access to a riverfront park. The new measure would allow any Texas law enforcement officer to arrest people who are suspected of entering the country illegally. Republicans have defended the law by saying it would likely only be enforced near the U.S-Mexico border.

U.S. Department of Homeland Security Secretary Alejandro Mayorkas holds a press conference at a U.S. Border Patrol station on January 08, 2024 in Eagle Pass, Texas. House Republicans are preparing to take another stab at impeaching Homeland Security Secretary Alejandro Mayorkas, a week after the same effort failed in an embarrassment for Speaker Mike Johnson, R-La. This time around, Republicans are confident they will have the majority vote to impeach now that House Majority Leader Steve Scalise, R-La., has returned to Washington after cancer treatment, which prevented him from breaking last week's 215-215 tie. If Republicans eke out a majority vote against Mayorkas, he would become only the second cabinet member in U.S. history to be impeached. The White House has supported Mayorkas, condemning the impeachment effort as a political distraction by Republicans, who refused $20 billion of border security funding in a bipartisan Senate deal last week.

WASHINGTON (AP) — Arrests for illegal crossings on the U.S. border with Mexico fell by half in January from record highs in December to the third lowest month of Joe Biden's presidency, authorities said Tuesday. Border Patrol arrests totaled 124,220 in January, down 50% from 249,735 in December, the highest monthly tally on record. Tucson, Arizona, was again the busiest sector for illegal crossings with 50,565 arrests, down 37% from December, followed by San Diego. Greg Abbott's border enforcement efforts, plummeted 76% from December to 16,712, the lowest since December 2021. The only months of Biden's presidency with fewer border arrests were in June 2023, after pandemic-related asylum restrictions lifted, and February 2021, his first full month in office.

Those cases could ultimately determine how much power, if any, states possess to police international borders when they disagree with federal immigration policies. The Biden administration has sued to strike down the law, claiming it interferes with the federal government's exclusive powers to police the border and enforce immigration laws. In defending the law, Texas will have to contend with a 2012 U.S. Supreme Court ruling that struck down key provisions of an Arizona immigration law. Texas in its lawsuit claims that by destroying the wire, federal agents are violating the state's property rights. Days after four migrants drowned in the river last July, the state installed the string of buoys, prompting a lawsuit by the Biden administration.

Greg Abbott of Texas said on Sunday that he was expanding his effort to establish state control over areas near the Rio Grande in an effort to deter migrants. A top Texas official said state law enforcement officers were also looking to move in on riverside ranch land north of the city that migrants have continued to use for crossing. Texas has deployed National Guard troops and state police officers up and down the Texas border since 2021, and began stringing concertina wire along the banks of the river the next year. “As we speak right now, the Texas National Guard, they’re undertaking operations to expand this effort,” Mr. Abbott said during a news conference at the park. The border deal has placed one of the most vexing political issues at the center of President Joe Biden’s foreign policy agenda and forced him to take a tougher stance on an issue that has been a liability ahead of November. But former President Donald Trump and Johnson have attacked the border deal as too weak, and their opposition threatens to derail the legislation. “Let me be clear: The Senate Border Bill will NOT receive a vote in the House,” the Louisiana Republican wrote on X. Johnson announced Saturday that the House will vote this week on a standalone bill providing aid for Israel. It’s unclear whether a foreign aid package would be able to pass on its own as many Senate Republicans have demanded tighter border security in exchange for aid to those allies.
